Kelly: NYPD to unveil terrorist tracking system

The New York Police Department will officially unveil its sophisticated surveillance system to track criminals and potential terrorists as soon as next week, Police Commissioner Raymond Kelly said Saturday.

Kelly said the city developed the software with Microsoft, The Associated Press reported.

Kelly said?the "domestic awareness system" combines citywide video surveillance with law enforcement databases.


He said?the tracking system?will be officially unveiled by New York Mayor Michael Bloomberg?as soon as next week.?Kelly spoke Saturday before an audience at the Aspen Security Forum.

NYPD officials in New York told NBC News Saturday evening they had no information about Kelly's comments.

The NYPD has been under fire for surveillance of Muslim communities and partnering with the CIA to track potential terrorism suspects. Muslim groups have sued to shut down the NYPD programs.

Writing, speaking, and thinking in other languages and voices

It began last summer after a week of stress and lack of sleep, I was awake a total of 48 hours. Lost in a thought of fasting for spiritual enlightenment, it began. My body would not do what I wanted it do, I was speaking in different languages, and in different voices. Many of the "scenes" that I was "acting" out were of people dying, a young man, an elderly woman, a tortured man, etc. etc. I knew the type of person and how they were dying. After that I began to write in a form that has been classified as nothing, as an Asian form of writing, and ancient form, or just plan scribbles. From that night on things have been occurring, more writings, more speaking, and more death. Then influence came and symptoms of depression and anxiety were very prominent. I could not concentrate. I was never happy. I cried often. I became a different person, doing things that I would never do. This included drinking too much, lying, cheating, having cruel thoughts, having a total disregard for anything or anyone I loved. I cared for nothing and I was nothing. I hated my job, I hated being home, and I hated repeating the same cycle over and over. I lost myself and I felt like something was influencing me. All this faded for a little while but, I'm feeling it again, and the writing is there sometimes. The speaking of languages occurs. I have hated my job since day one and still do, but I bare with it. Every time I make the decision to apply and find a new one something stops me. Every time I feel things are going good, something chaotic happens like a fight, major money issues, a car accident, being sick, someone dying, etc. I get extremely restless or anxious on very bad days and can't sit still or relax. Sleeping has been a problem since this started. From extreme insomnia to losing 2-3 hours of sleep a night from either not being able to go to sleep to me waking up early. Nothing feels right during the bad days, and like I said before; when things do feel right complete chaos happens...

Anybody else have something like this going on?
I would really like to talk with someone who has ever been through, or know someone who has been through something similar.

APNewsBreak: Vegas DUI case led to German fugitive

LAS VEGAS (AP) ? A fingerprint match in a Las Vegas-area drunken driving case led U.S. authorities to a German fugitive in a $100 million international fraud scheme who has been on the run for five years, authorities said Friday.

U.S. marshals recently learned that a fingerprint from a 51-year-old man arrested in February 2011 belonged to Ulrich Felix Anton Engler, and they joined Las Vegas police financial crimes detectives to locate and arrest him late Wednesday, Las Vegas police Officer Bill Cassell said.

Engler, who is accused of also using the names Joseph Miller and Joseph Walter, was being held by U.S. Immigration and Customs Enforcement on an immigration violation, pending his transfer to Germany, ICE spokeswoman Nicole Navas said.

FBI agents and local police on Friday began to trace Engler's steps in southern Nevada, finding more than 1,000 pieces of artwork at a storage facility that Engler rented in Boulder City, about 25 miles east of Las Vegas.

"We're investigating what, if any, criminal activity Mr. Engler might have been involved with in Las Vegas," Cassell said. "This individual used multiple identities and was accomplished at concealing his true identity."

FBI agent Patrick Turner in Las Vegas said the warrant search at the storage facility is an effort to recover proceeds on behalf of alleged fraud victims.

A local court in Mannheim and Hamburg, Germany, issued a warrant in December 2007 accusing Engler of multiple criminal fraud charges, according to an ICE statement. If convicted, he faces up to 20 years in prison.

He had also been named in a March 2010 notice from the international police agency Interpol.

Engler is accused of using a marketing company called Private Commercial Office in Cape Coral, Fla., to build an Internet pyramid scheme. From June 2003 to December 2004, it collected almost $101 million from more than 3,500 investors in Germany, Switzerland and Austria, authorities said. Once the money reached the United States, investors lost access to it.

When the arrest warrant was issued in Germany, Engler was believed to have been living in Florida.

Last year, U.S. marshals and Interpol officials in Washington determined Engler was living in Nevada under the name Joseph Miller.

Records show that a Nevada Highway Patrol trooper issued Engler a summons on Feb. 11, 2011, for failure to drive in a marked lane and driving under the influence of alcohol. The disposition of the case could not immediately be determined Friday.

It was not immediately clear what name Engler used at the time or whether he was represented by an attorney.

ICE Director John Morton called Engler's capture after five years "a welcome day and an important step" toward providing his victims a measure of relief and justice in Germany.

Financial Times: Our Digital Subscribers Now Outnumber Print, And Digital Is Half Of The FT?s Revenue

FT web app ipadA milestone reached as the world of old media continues its push in a digital direction: the storied, pink-sheeted daily newspaper the Financial Times, read by 2.1 million readers daily, today said digital subscribers now outnumber those in print, and that digital revenues now account for half of all sales in the FT Group. And what's more, sales actually grew rather than declined. The FT says that digital subscriptions grew by 31%, and now number over 300,000, while print subscriptions are now at 299,000. The digital portion is outpacing overall growth by quite some way: the FT's total paid subscriber base (both print and online) is now at 599,000, and grew by only 2% on last year. Overall sales at the company for the first six months of 2012 were ?216 million ($339 million), compared to $203 for the period a year ago, growth of 6%.

Sometimes, when a person is dealing with drug addiction, they feel as if they have nowhere to go for help. So, they just continue going down a dark path. This issue is magnified when the person actually begins discussing what triggered their habit. For instance, it could have stemmed from abuse by a family member. Saying this to another loved one could cause them to become offended and hurt, which could cause even more issues for the person and the family.

Ghana Life: Men&#39;s Dress

Ghana shares with many developing countries a situation in which its indigenous culture has been overwhelmed by a flood of practices and lifestyles that were once called Western and are now international. Ghanaian culture is very rich and in many areas it continued to hold its own, but in the second half of the twentieth century it was fighting to survive in the area of apparel in general and especially in men?s dress. In this situation one had to look beyond the cities and beyond the everyday activities of work and routine home life to find places and occasions where the glories of the past were still revealed.

In government ministries and business offices in Accra and Kumasi well-tailored Western-style suits were standard dress. Neckties persisted even where they had been abandoned in cooler climes. This mode of dress had survived the era of the electric fan and prospered in the age of the air conditioner. When this suited class ventured out of its temperature-controlled environment it was often observed in light cotton tropical suits such as worn by the former colonial masters. Men of lower rank, who populated the offices serving as secretaries, typists and accounts clerks, uniformly wore slacks and cotton shirts with open necks, while those who worked outside as petty traders, craftsmen and labourers had universally adopted the T- shirt to complement their long trousers and rubber sandals (kyale wate).

In spite of the tropical climate short trousers were comparatively rare. Although shorts were part of the standard school uniform they were abandoned on graduation. A few businessmen wore a version of the tropical suit with bare knees and this was a fashion that it seemed might grow in popularity. Some farmers and labourers exposed not only bare knees but also bare backs in a situation induced by sun and poverty; clothes that were not worn tended to stay fresh and clean for longer. The torn trousers and faded T- shirt were almost certainly bought as used clothing from overseas, Oboroni wawu (the white person has died or dead men?s clothes), but it was still costly for most people to buy.

Men?s traditional dress in southern and central Ghana consists of a large cloth wrapped around the body and draped over the left shoulder in the manner of an ancient Greek or Roman toga. In the towns, this dress was worn only at funerals and special ceremonies. It is not practical for energetic pursuits as it has no fixing devices and constantly falls from the shoulder. Even when seated for long periods at a funeral the wearer often grows tired of replacing the cloth and leaves it folded in his lap. No doubt this was the reason why the cloth had been abandoned for everyday wear in favor of shirt and trousers.

Men?s cloths are made of a wide variety of different materials but the real traditional wear, the famous Kente cloth, was still the most highly prized, and most men aspired to own one. Woven in 4 inch (10 cm) strips on a narrow loom by the nimble fingers of young weavers the finished cloth is 12 to 13 feet (3 metres) in length. It is made up of 23 or 24 strips sewn together, giving a width of about 8 feet (2.4 metres) and a weight of about 7 pounds (3Kg). The original Ashanti Kenti is woven most commonly in bright primary colors such as red, yellow and green in complex geometrical patterns, each with a name and meaning. For example, one design was specially woven for the first Prime Minister and President of Ghana, Kwame Nkrumah, and another was created to celebrate a visit to Ghana by Queen Elizabeth II. Kente cloth is also produced by Ewe weavers in the Volta Region and Ewe Kente is distinguished by its more subdued colors and the use of pale greens, browns and fauns.

The quality of a man?s cloth denotes his social status. The highest quality Kente cloth is called ?double pick, double weave,? and is still the most sought after status symbol with a cost far beyond the reach of the average man. In an attempt to provide a more affordable cloth some of the simpler single weave patterns were produced on broad looms in 3 feet (1 metre) wide strips. Requiring only three strips to be sewn together for a man?s cloth, the lower cost was keeping the traditional dress in wider use. Much of the high cost narrow loom Kente cloth was sold to tourists in a variety of forms, such as made up into bow ties and handbags.

The tribes of northern Ghana also have their traditional dress. In many cases this consists of a long smock and long trousers made from narrow loom cloth of simple striped patterns in subdued pale greys and black. This dress is worn with a small round hat that the folds over and knee length leather boots. Other northern tribes have adopted the Arab dress of long white robes and leather sandals. This mode of dress has proved more resistant to change and was seen worn by higher status northerners in all parts of Ghana. Those of lower status who must toil for their daily bread have adopted trousers and T-shirts even in the remote northern towns and villages.

The sartorial situation described above relates to the late twentieth century but the new century and millennium has so far brought little change. Fashion, especially in apparel, can be subject to rapid change as restless youth strives to differentiate itself from its forebears. By the 1990s there were signs of a serious fashion industry developing in Accra, at first in women?s clothing, but in an age in which boys join in the girls? games no doubt new male fashions will follow. Hopefully the changes will affect everyday and recreational clothing and leave the magnificent Kente cloth to dominate the scene at every funeral.

(AP) ? The Syrian ambassador to Iraq has defected and is on his way to Turkey, the most senior diplomat to abandon President Bashar Assad during the 16-month-old uprising, a Syrian opposition figure said Wednesday.

Nawaf Fares, a former provincial governor, would be the second prominent Syrian to break with the regime in less than a week. Brig. Gen. Manaf Tlass, an Assad confidant and son of a former defense minister, fled Syria last week, buoying Western powers and anti-regime activists, who expressed hope that other high-ranking defections would follow.

Appointed to the Baghdad post four years ago, Fares was the first Syrian ambassador to Iraq in 26 years. Like Tlass, he is a member of the privileged Sunni elite in a regime dominated by Assad's minority Alawite sect.

"It's certain. Fares has defected. He declared his defection. ... He's moving toward Turkey," said Khaled Khoja, a member of the opposition Syrian National Council who is based in Istanbul. Asked for details, Khoja said the information came from his own sources on the ground in Iraq.

There was no immediate confirmation from either Iraq or Syria. An operator who answered the phone at the Syrian Embassy in Baghdad said there was nobody at the embassy. When asked if the ambassador is currently in Iraq, the operator said he did not know.

White House spokesman Jay Carney said the U.S. had no confirmation of the defection as of Wednesday afternoon. But he said recent high-level defections from the Assad regime were "a welcome development."

"That is an indication of the fact that support for Assad is crumbling," Carney said.

State Department spokesman Patrick Ventrell said that if true, Fares would be the first senior diplomat from the regime to defect.

Iraqi government spokesman Ali al-Dabbagh also said he could not confirm whether Fares had defected.

Thousands of soldiers, most of them low-level conscripts, have deserted and joined the rebels. But despite the latest high-profile defections, Assad's regime has largely held together in the face of the uprising ? particularly compared with the swift hemorrhaging of Moammar Gadhafi's inner circle in Libya in 2011.

The conflict in Syria has defied every international attempt to bring peace. Although the Assad government's crackdown has turned the Syrian president into an international pariah, he still has the support of strong allies such as Russia, Iran and China.

A prominent Syrian opposition leader said Wednesday during a visit to Moscow that Russia's resistance to international intervention in the conflict was bringing misery and "suffering" to the violence-torn country.

Two Syrian opposition delegations visited Moscow this week, raising hopes that Russia could be pushed to accept the ouster of Assad. But Syrian National Council head Abdelbaset Sieda said he saw "no change" in Moscow's stance after meeting with officials including Foreign Minister Sergey Lavrov.

"The Syrian people are suffering because of Russia, because of the position it has taken, because of its veto in the U.N. Security Council," Sieda said at a news conference. "The current regime uses Russian weapons against its own people."

Activists estimate 17,000 people have been killed since the uprising began, and as the conflict continues, the rebellion appears to be getting more and more radicalized and violent, making any peaceful resolution or transfer of power a long-shot.

International envoy Kofi Annan urged the U.N. Security Council on Wednesday to send a message to the Syrian government and the opposition that there will be "consequences" if they don't comply with demands for an immediate cease-fire, a U.N. diplomat said.

Russia and China, veto-wielding council members, have blocked repeated attempts by the United States and its European allies to even threaten "consequences" ? a diplomatic code word for sanctions.

The diplomat, speaking on condition of anonymity because Annan's videoconference briefing from Geneva was at a closed session, said the council should insist on implementation of its resolutions, which included a strong endorsement of his six-point peace plan.

That plan calls for an immediate cease-fire and withdrawal of heavy weapons from populated areas by the Syrian government, to be followed by an opposition cessation of hostilities.

The U.N. sent a 300-strong unarmed observer mission for 90 days to oversee the cease-fire and monitor implementation of the Annan plan. But it was forced to withdraw from key conflict areas because of escalating fighting and the council must decide what to do about extending its mandate, which expires on July 20.

Another U.N. diplomat said U.N. peacekeeping chief Herve Ladsous told the council the observers should remain and the U.N. should decide on their deployment. A third diplomat said the peacekeeping department plans to temporarily withdraw half of the 300-member mission, on 48-hour standby to return if conditions change.

They spoke on condition of anonymity because Annan spoke behind closed doors.

Annan also said Wednesday that Assad has discussed the possibility of forming a transitional Syrian government. An international conference in Geneva last month proposed having a transitional framework.

Annan said the Syrian leader during recent talks in Damascus "did offer a name" of someone who could serve as an interlocutor for the regime as it explores ways of forming a transitional government with the opposition. Annan, the U.N.-Arab League envoy to Syria, told reporters in Geneva that he was now considering the person whom Assad proposed, but he did not identify who it is.

He spoke Wednesday after a videoconference session with the U.N. Security Council in New York.

Also Wednesday, a Greek Orthodox priest said a group of Christians trapped in the besieged, bombed-out Syrian city of Homs has been evacuated after a deal between the army and rebels. The priest, Maximos al-Jamal, said 63 people were taken out to safety over the past 24 hours.

Christians, who make up about 10 percent of Syria's population, say they are particularly vulnerable to the violence sweeping the country of 22 million people. They are fearful that Syria will become another Iraq, with Christians caught in the crossfire between rival Muslim groups.

Homs, Syria's third-largest city, has a substantial Christian population and has been one of the hardest-hit regions during the uprising. Rebels control several neighborhoods, which has sparked several rounds of intense attacks by government troops over the past months.

Syrian Christians have largely stuck by Assad, fearing the strength of Islamist hard-liners in the uprising against his rule.

"I stayed inside Hamidiyeh to protect the churches from looting. I saved 14 icons from the St. George church which has been destroyed," said Jihad Akhras, who was among those who were evacuated Wednesday.

He said the situation inside Hamidiyeh and Bistan al-Diwan was "tragic" with barely enough food for those who remain trapped there.

ISLAMABAD (AP) ? The pioneering work of Abdus Salam, Pakistan's only Nobel laureate, helped lead to the apparent discovery of the subatomic "God particle" last week. But the late physicist is no hero at home, where his name has been stricken from school textbooks.

Praise within Pakistan for Salam, who also guided the early stages of the country's nuclear program, faded decades ago as Muslim fundamentalists gained power. He belonged to the Ahmadi sect, which has been persecuted by the government and targeted by Taliban militants who view its members as heretics.

Their plight ? along with that of Pakistan's other religious minorities, such as Shiite Muslims, Christians and Hindus ? has deepened in recent years as hardline interpretations of Islam have gained ground and militants have stepped up attacks against groups they oppose. Most Pakistanis are Sunni Muslims.

Salam, a child prodigy born in 1926 in what was to become Pakistan after the partition of British-controlled India, won more than a dozen international prizes and honors. In 1979, he was co-winner of the Nobel Prize for his work on the so-called Standard Model of particle physics, which theorizes how fundamental forces govern the overall dynamics of the universe. He died in 1996.

Salam and Steven Weinberg, with whom he shared the Nobel Prize, independently predicted the existence of a subatomic particle now called the Higgs boson, named after a British physicist who theorized that it endowed other particles with mass, said Pervez Hoodbhoy, a Pakistani physicist who once worked with Salam. It is also known as the "God particle" because its existence is vitally important toward understanding the early evolution of the universe.

Physicists in Switzerland stoked worldwide excitement Wednesday when they announced they have all but proven the particle's existence. This was done using the world's largest atom smasher at the European Organization for Nuclear Research, or CERN, near Geneva.

"This would be a great vindication of Salam's work and the Standard Model as a whole," said Khurshid Hasanain, chairman of the physics department at Quaid-i-Azam University in Islamabad.

In the 1960s and early 1970s, Salam wielded significant influence in Pakistan as the chief scientific adviser to the president, helping to set up the country's space agency and institute for nuclear science and technology. Salam also assisted in the early stages of Pakistan's effort to build a nuclear bomb, which it eventually tested in 1998.

Salam's life, along with the fate of the 3 million other Ahmadis in Pakistan, drastically changed in 1974 when parliament amended the constitution to declare that members of the sect were not considered Muslims under Pakistani law.

Ahmadis believe their spiritual leader, Hadrat Mirza Ghulam Ahmad, who died in 1908, was a prophet of God ? a position rejected by the government in response to a mass movement led by Pakistan's major Islamic parties. Islam considers Muhammad the last prophet and those who subsequently declared themselves prophets as heretics.

All Pakistani passport applicants must sign a section saying the Ahmadi faith's founder was an "impostor" and his followers are "non-Muslims." Ahmadis are prevented by law in Pakistan from "posing as Muslims," declaring their faith publicly, calling their places of worship mosques or performing the Muslim call to prayer. They can be punished with prison and even death.

Salam resigned from his government post in protest following the 1974 constitutional amendment and eventually moved to Europe to pursue his work. In Italy, he created a center for theoretical physics to help physicists from the developing world.

Although Pakistan's then-president, Gen. Zia ul-Haq, presented Salam with Pakistan's highest civilian honor after he won the Nobel Prize, the general response in the country was muted. The physicist was celebrated more enthusiastically by other nations, including Pakistan's archenemy, India.

Despite his achievements, Salam's name appears in few textbooks and is rarely mentioned by Pakistani leaders or the media. By contrast, fellow Pakistani physicist A.Q. Khan, who played a key role in developing the country's nuclear bomb and later confessed to spreading nuclear technology to Iran, North Korea and Libya, is considered a national hero. Khan is a Muslim.

Officials at Quaid-i-Azam University had to cancel plans for Salam to lecture about his Nobel-winning theory when Islamist student activists threatened to break the physicist's legs, said his colleague Hoodbhoy.

"The way he has been treated is such a tragedy," said Hoodbhoy. "He went from someone who was revered in Pakistan, a national celebrity, to someone who could not set foot in Pakistan. If he came, he would be insulted and could be hurt or even killed."

The president who honored Salam would later go on to intensify persecution of Ahmadis, for whom life in Pakistan has grown even more precarious. Taliban militants attacked two mosques packed with Ahmadis in Lahore in 2010, killing at least 80 people.

"Many Ahmadis have received letters from fundamentalists since the 2010 attacks threatening to target them again, and the government isn't doing anything," said Qamar Suleiman, a spokesman for the Ahmadi community.

For Salam, not even death saved him from being targeted.

Hoodbhoy said his body was returned to Pakistan in 1996 after he died in Oxford, England, and was buried under a gravestone that read "First Muslim Nobel Laureate." A local magistrate ordered that the word "Muslim" be erased.

The discovery of a new subatomic particle that is likely the elusive Higgs boson ? a particle thought to give all other matter its mass ? could be an important step toward uncovering the invisible stuff that makes up the majority of the universe, physicists say.

In a much-hyped announcement yesterday (July 4) from the world's largest atom smasher, the Large Hadron Collider in Switzerland, scientists reported evidence of a new "Higgs-like" particle with roughly 125 times the mass of the proton.

The researchers claimed a high level of certainty that the new particle is the long-sought Higgs boson, which is thought to answer how all other matter has mass. The long-sought-after Higgs is the missing link in the reigning theory of particle physics, known as the Standard Model, but finding the Higgs has even wider implications: It opens the door beyond the Standard Model for explaining the existence of dark matter, the mysterious substance widely thought to make up 83 percent of all matter in the universe.

Dark matter has yet to be directly detected; its presence is inferred based on its gravitational pull. Confirming the characteristics of the newly found Higgs-like particle could account for dark matter.

While dark matter is not explained as part of the Standard Model, evidence for the enigmatic substance (based on its gravitational effects) is hard to ignore. This could mean the Standard Model is only part of a wider framework to explain the universe, said Harvey Newman, a professor of physics at the California Institute of Technology. "We can't really deny the existence of dark matter," Newman told SPACE.com from the European Organization for Nuclear Research, or CERN, in Geneva. "The Higgs particle that we found doesn't prevent us at all for searching for particles that lie beyond the Standard Model. We still need a candidate for dark matter."

If the newfound particle is consistent with the Standard Model, physicists may be able to use these results to craft a more encompassing picture of the universe.

"You can think of what we found as the key part of the genetic blueprint of the universe," said Maria Spiropulu, another Caltech physics professor of physics, who was in the audience at the July 4 announcement in Switzerland.

SOURCE: Microsoft May Abandon The Ad Business Over IE10 ...

Sources tell us that Microsoft's recent surprise decision to make the "do not track" feature a default setting on Internet Explorer 10 has caused tension not only among its advertiser clients but within Microsoft's advertising division, as well.

The fractures within Microsoft could lead the company to abandon the ad sales business altogether, our sources say.

While the announcement to automatically eliminate tracking cookies in the new browser was celebrated by privacy advocates, it has been slammed by the FTC and the online ad community since it goes against Microsoft's previous agreement to a default browser setting that would require consumers to opt-out of tracking (much like what's available on Google Chrome).

There's been a slew of recent personnel changes among Microsoft's top ad executives?most notably Richard Dunmall and Marc Bressel in April. But general manager of Microsoft Advertising Rick Song, who was visible particularly during the company's annual digital showcase events, is the first bigwig to leave following the surprising IE10 "do not track" default announcement.

The Song announcement was made today and came as a surprise to advertisers contacted by BI.

Of course, the timing could be completely coincidental:?After six years at Microsoft, Song is moving to evp/digital sales at Clear Channel Media and Entertainment, working for an expanding company under the Tim Castelli.

Ambushed by their own company

Nonetheless, two sources tell us that times are rocky inside Microsoft Advertising.

An ad executive involved with the IE10 dispute likened Microsoft's browser and ad departments to entirely separate companies. Indeed, IE lives within the Windows division ? Microsoft's core business, and a major source of revenue (about $19 billion a year) and profit (about $12 billion a year), while Microsoft Advertising is part of the Online group, which is on track to lose more than $2 billion this year.

The source told us that the disconnect left the advertising team in the dark about the do-not-track default.

"The decision was made with zero discussion or awareness by the Microsoft Advertising side of it," the source said. "And yet by the same token the company has been putting them, forcing them, forward in front of the rest of the advertising world to back it, and that's been tough."

In March 2011, Microsoft's corporate vp of the advertiser and publisher solutions group, Rik van der Kooi, explained the company's decision to give consumers the choice to use do not track on IE9 by assuring advertisers that an important "thing to keep in mind is it's an option; we are not activating it by default. So that's what we're doing."

A year later, Microsoft announced IE10, which completely went against van der Kooi's previous statement by making do not track the browser's default setting.

Group M CCO John Montgomery, who works closely with Microsoft and sits on its customer advisory board, told us that Microsoft Advertising appeared surprised by the change, and he suspects that the decision was made by Windows Group.

"But the advertising people were immensely professional in terms of explaining what Microsoft had done," Montgomery said, "They toed the corporate line?it's very, very difficult for someone who works for Microsoft to say, look, we don't agree."

The move placed Microsoft Advertising in the position of having to sell untargeted ads. Montgomery likened it to "going back in time with consumer advertising, because consumers are going to see more irrelevant ads."

"The Microsoft [Advertising] guys ... arranged meetings with the senior advertiser [clients] long before this decision was made," said Montgomery, meaning they were hamstrung by the browser division by the time the client meetings arrived. He cited one such meeting between Microsoft and WPP, Group M's parent company, at the Cannes Lions festival in June. "[The default "do not track"] was a very topical and controversial discussion" that almost "stole the show."

WPP CEO Martin Sorrell even wrote Microsoft CEO Steve Ballmer personally last week to complain.

Another ad executive was more brash: "Microsoft set up leadership discussions with all the major advertising groups, and Rik was there, and at all the discussions they had their heads handed to them on a platter."

Abandoning the ad business?

In addition, "Everyone in the industry is chattering about whether Microsoft is abandoning the advertising business," our source says, especially after Microsoft admitted earlier this week that its 2007 $6.2 billion ad tech investment in aQuantive was a complete waste.

In the last month, the company has also announced plans to cut its sales force by 15 to 30 percent in June, reduce its Microsoft Advertising TV Network, and look into selling its stake in MSNBC.com.

Considering Microsoft's recent investment in Skype, Montgomery says, "We shouldn't write them off, they have some very strong ad people, but we have been flummoxed."

Microsoft emailed this statement:

Multi-stakeholder discussions regarding the appropriate response to the DNT signal are ongoing and we look forward to continuing to participate in them. We believe a uniform industry-wide response is important in order to provide a consistent consumer experience across the web. As we announced in February, Microsoft Advertising intends to treat the do-not-track browser signal as an opt-out of behavioral advertising under the Digital Advertising Alliances self-regulatory program. Microsoft does not yet respond to the DNT signal, but we are actively working with other advertising industry leaders on what an implementation plan for DNT might look like, with a goal of announcing more details about our plans in the coming months.
