When it comes to climate change, you've heard of melting icecaps and rising sea levels, but just how high will the sea levels rise in 20, 30 or 100 years? Will it be enough to notice the difference? New research now says the oceans will swallow up more and more of our coastline, rising not just inches but feet according to two new reports released by the National Research Council and the U.S. Geological Survey.

They discovered that sea levels are rising on both the east and the west coasts, and they're climbing at a faster and faster rate. Why the drastic revision? Joining me now to talk about it is Peter Howd. He's an oceanographer who works for Cherokee Nation Businesses and a contractor for the U.S. Geological Survey. He's here in our New York studios. Welcome to SCIENCE FRIDAY.

PETER HOWD: Thank you very much, it's a pleasure to be here.

FLATOW: We had predicted that it would - rise by inches. Now they're saying much more.

HOWD: Yeah, we're looking at changes on the order of feet, and as our science and observations advance, we're becoming more and more secure in that level of range, although there's still a great deal of slop on either side of that as to where it will actually end up.

FLATOW: Now, you were a researcher on the east coast study, right?

HOWD: That's right. Well, we found an area of accelerated sea level rise that stretches from about Cape Hatteras up to north of Boston, and that's using historical measurements that went up to about - or through 2009.

FLATOW: So that includes North Carolina.

HOWD: It includes the northern part of North Carolina, not the southern part.

(LAUGHTER)

HOWD: It's important to them.

(LAUGHTER)

FLATOW: Yes. It's important to them. And so how much higher did you actually calculate it?

HOWD: Well, we looked at acceleration rates. So how fast is the rate of sea level rise changing and found that, you know, if we projected that out that by the - by about 2100, there could be an extra eight inches to a foot of sea level there, in that region, above what it does on a global basis.

FLATOW: Were you surprised by this?

HOWD: We were surprised. I think we're very surprised at how well defined that region was, and that there was this very sharp transition right around the Cape Hatteras area between acceleration to the north and no acceleration to the south.

HOWD: Yeah. We measured the acceleration, so we're looking at not the absolute rate at which sea level is rising but how fast is it increasing, how fast is that rate increasing, so like a car getting on the freeway...

FLATOW: Right.

HOWD: ...how it's speeding up. And the west coast study, on the other hand, looked at, you know, how fast is sea level going, and what does that imply about the future? So there was a - we were more historians, and they were prognosticators on the west coast.

FLATOW: And let's talk about the mechanics, the physics of what goes on in nature to make the sea level rise.

HOWD: Yeah. It's a mess - Coriolis force, the dreaded C-word.

FLATOW: I love the Coriolis force.

HOWD: Yeah, yeah. It...

FLATOW: That's why things spin, hurricanes and...

HOWD: Yeah...

FLATOW: ...spin in one direction.

HOWD: ...why everything spins. And it has to do with the fact that the Earth is rotating. So it's a physics problem.

FLATOW: So tell us, describe...

HOWD: Yeah.

FLATOW: ...we're a physics show.

HOWD: OK. So...

FLATOW: Feel at home here.

HOWD: So, you know, the oceans, they aren't just sitting there. It's not just still water. There are currents. There are winds blowing over the top of them. And in case of the circulation in the Atlantic, the wind is blowing, piles water up in the middle because of something called Ekman transport. You can look that up on Wikipedia. And it makes a big pile - a hill of water in the middle of the Atlantic.

FLATOW: Really?

HOWD: It's about a meter high, something like that.

FLATOW: Yeah

HOWD: And water tries to flow downhill toward the east coast, and Coriolis force makes it go north, and that's the gulfstream.

FLATOW: That's the gulfstream. We're talking with Peter Howd on SCIENCE FRIDAY from NPR. I'm Ira Flatow. And so that's right. There's a pile of water. The Coriolis force gives a little spin...

HOWD: Yup.

FLATOW: ...and that makes the water flow off the coast. That's wow.

HOWD: Yeah. So instead of flowing, you know, to the west or...

FLATOW: Right.

HOWD: ...depending on where the gulfstream north. You add flows along the contours - it's just like the wind in the atmosphere. It flows along the pressure gradients...

FLATOW: Right.

HOWD: ...instead of across.

FLATOW: So what makes the rise now when that...

HOWD: So the rise, yeah, you can do - it's what? 2:30 on a Friday, you have a half drunk cup of coffee on your desk, just move it away from the computer, give it a stir and what you'll see, if you stir strong enough, that you'll develop a depression in the middle of the coffee cup, and it will rise up on the sides.

FLATOW: Right.

HOWD: So there's a relationship between the velocity of the coffee and the slope that you can generate there. And although the physics are very different in the ocean, you'll establish the same relationship between a pressure gradient or that difference in height and speed of the current. So if the gulfstream slows down, the slope at a sea surface is going to decrease, and water will rise at the coastline.

FLATOW: And what is this due to?

HOWD: The slowing of the current? Yeah, that's the big question right now. And there's a lot of debate about what will drive those kinds of changes in the climate. Obviously, temperature, you know, it all starts with wind, so how do you - yeah, what could affect the wind field? But it really comes back to the distribution of temperature in the atmosphere and...

FLATOW: Global warming?

HOWD: Global warming, you know, is warming or changes in the, you know, there are two theories right now kind of competing, although it's probably some of the both. Natural cycles versus anthropogenic causes in global warming. And both have been identified in records of gulfstream modulation or the changing of its speeds.

FLATOW: If the water gets - just gets warmer, though, doesn't it expand the volume of it?

HOWD: Yeah. Water will also - changing the temperatures, water gets warmer. We all know it expands and rises sea levels. So there's three causes of sea level rise. One, the land can sink or rise up. That will change sea levels of the coasts. Warming of the water, as it gets warmer, it expands, and sea level will go up. And you can add water essentially to the bathtub by melting ice sheets from the...

FLATOW: Now, the gulfstream goes north, and doesn't it take a right turn as it gets out of Canada and...

HOWD: Yeah, it does. It keeps a...

FLATOW: ...it keeps going?

HOWD: It keeps going. It keeps Europe nice and warm.

FLATOW: Now, you know what I'm getting at, don't you?

HOWD: Yeah, yeah.

FLATOW: I mean, if we're changing the gulfstream, are we going to change the weather, the climate in Europe?

HOWD: There's a good chance of that. Yeah. If we slow it way down...

FLATOW: How...

HOWD: ...they're going to get cold.

FLATOW: Will this rise that you're predicting be noticeable in 100 years? Will the change affect the weather then?

HOWD: You know, if the driving forces are, you know, according to some of the scenarios that are out there, yes; according to some of the others, no. And it remains to be seen what climate is actually going to do.

FLATOW: So we're doing a real-life experiment.

HOWD: Yes, we are.

FLATOW: We are...

HOWD: We are - yeah.

FLATOW: There's something - does that bother you or that we're experimenting on ourselves?

(LAUGHTER)

HOWD: Oh, a little bit, I guess, you know?

FLATOW: Yeah.

HOWD: I think, you know, I'm up there in years now, so it will bother my kids more than it will me.

FLATOW: Is there any waffle room in the prediction?

HOWD: Lots of waffle room.

FLATOW: Could it be a lot higher? Could be a lot lower?

HOWD: It could be higher. It could be lower. You know, in terms of global, you know, projections of global sea level rise by 2100, kind of the range we're talking about is half a meter to a meter and a half...

FLATOW: That is a...

HOWD: ...of sea level - yes. So it's a huge...

FLATOW: That's a...

HOWD: ...range that it could end up falling.

FLATOW: But if you're a low-lying neighborhood on the edge of that ocean, a meter is pretty big.

HOWD: That is, and that's enough to cause lots of people lots of trouble.

FLATOW: You're either underwater or you're - in New York here, the subways could be starting to flood.

HOWD: Yeah. LaGuardia goes underwater. Yeah, it's a problem.

FLATOW: All that kind of stuff. Wow. Well, more to talk about. Thank you, Peter.

Taiwan tea a matter of passion and profit

For decades, Lin Tsai-pan has tended his tea fields in the misty green hills of central Taiwan with a devotion bordering on obsession. It is not just a job. It is a passion and a question of honour.

It is exactly 30 years since he first won a prize for his Oolong leaves at a prestigious contest held by Luku Farmers' Association in Nantou county, 20 years since his second prize, and 10 years since his third -- and so far last.

"I feel I have a good chance of creating another miracle this time," he said on the eve of the 2012 summer competition, which was held in May.

The stakes are huge. The winner of the competition can expect to sell his product at a steep premium -- thousands of US dollars per pound -- not least because of growing interest among newly affluent Chinese connoisseurs.

The impact of Chinese demand was dramatically illustrated two years ago, when that year's winner was able to sell his harvest of 12 kilograms (26.4 pounds) at Tw$6.0 million ($200,670), twice the previous year's price.

"Some 'nouveaux riches' from China think it worthwhile spending hundreds of thousands of Taiwan dollars," said Tony Lin, a senior staffer at the farmers association who recently returned from a fact-finding trip in the mainland.

"After all, they get to taste the world's best Oolong tea, which is how they see it."

Tea is a science in Asia. The categories are measured in terms of the fermentation process, with fully fermented black tea at one end and green tea at the other.

Oolong tea, in the middle of the two extremes, has emerged as a must-buy for a large number of the more than 1.8 million Chinese tourists who visit the island each year, following an abrupt thaw in relations.

Taiwan got a late start with Oolong. It was introduced in 1885 from southeast China's Fujian province to Tungting, Chinese for "Hill Top", a 700-metre (2,310-feet) mountain in Luku.

But the island has caught up, and more than 120 years later, the Oolong tea produced in Taiwan has outperformed Oolong grown in the mainland.

Oolong prices vary sharply, but medium-priced tea weighs in at about Tw$3,000 per kilogram.

"Taiwan tea has a special flowery fragrance which China-produced tea doesn't," said Hsu Rung-chun, a third-generation merchant in the northern Lungtan township with deep knowledge of the trade.

"Its quality may be dictated by a wide range of factors including weather, soil, the way the tea tree is treated -- and finally the tea manufacturing techniques."

Taiwanese tea developers are working hard on different flavours. One example is "Oriental Beauty," a tea with a complex aroma and a rich aftertaste of honey and peaches produced in the northern Hsinchu and Taoyuan areas.

Growers are forced to constantly upgrade and develop. The island's tea industry peaked in 1973 when it produced 28,000 tonnes of tea leaves, with 23,000 tonnes being exported.

But since then, the sector has been gradually losing its competitiveness due to labour shortages, rising labour costs and the appreciation of the local currency.

The total area of tea farms on the island has dwindled to 15,000 hectares (37,050 acres), less than half the size in the post-World War II heyday, as more cheap tea is shipped in from abroad.

Chiu Chui-feng, a senior researcher at the state-run Tea Research and Extension Station, shrugged off the threat from cheap imports.

"The imports are simply to meet the low-priced demand and have posed no threat to Taiwan's high-priced tea," he said.

The imported low-cost tea leaves are mostly used in the manufacturing of cheap bottled tea drinks which are popular among young consumers, he said.

However, experts and tea industry workers are alarmed by the "invasion" of Oolong tea grown in Southeast Asia or even in China but packed in Taiwan.

"The hard-won credit of Taiwan tea may be eroded by the imported Oolong tea sold in the name of Taiwan-grown tea," said Hsu, the tea trader.

While calling on the government to adopt counter-measures to regulate the prevailing malpractices, tea farmers, with the aid of regional associations and local governments, have been pulling all the stops to develop new aromas.

Taiwanese tea traders have also worked with farmers to set up overseas tea production in Indonesia, Vietnam, Thailand and China, introducing the Taiwan tea trees and Taiwan-developed manufacturing techniques.

When faced with hard economic times, markets react chaotically. In commercial real estate, landlords will often offer ever-increasing incentives to lease their buildings while trying to keep rates at break-even or better. Tenants try to take advantage of the weakness in the market by obtaining the lowest rates possible while getting high tenant improvement (TI) packages.

This is all fine and dandy and a normal course of business. That?s why we hear so much about free rent, broker incentives, and other ?sweeteners? these days. Unfortunately, however, this chaotic behavior can take on a life of its own.

In our business this is absolutely true. A common example that we hear more and more is, ?We would like to use any excess TI dollars to pay down rent.? This ?incentive? has no benefit to the landlord or tenant; in fact, it harms both. The only beneficiaries are the brokers and the government.

Let me explain. A tenant?s broker will send out a request for proposal to a selection of buildings. In said proposal, the broker typically asks for the lowest rate possible, with enough TI to finish out the space as the tenant so chooses. The broker will often verbally tell the landlord that the tenant plans on making the space wonderful and will probably sink some of its own money into the finishes, in addition to the landlord?s contribution.

Sounds good right? Wrong! Because what usually happens a round or two later in the process is that the broker will ask if the tenant can use any excess TI dollars to pay rent (most of the time while requesting a higher TI package). What?s worse is that both the tenant and broker will make arguments as to why this is in everyone?s best interest.

Let?s break this down step by step. Negotiations by their nature are contentious. Each side is trying to obtain the best deal possible. This often requires that those negotiating present their proposals in the best light while ignoring the shortfalls. The real trick to a successful negotiation is to do this while not angering the other side so much that they become obstinate or, worse yet, walk away. As a result, both sides develop creative ways of meeting their goals.

The offer of free rent is one such device. The idea is that the tenant will receive a better rate but the building will show a higher face rate which should allow it to refinance on favorable terms.

This isn?t quite as simple as anyone describes. The timing of the free rent versus when the refinancing occurs is just one of the variables a landlord has to factor; but any landlord who knows his/her property, should be able to handle these variables. But when a broker/tenant suggest the same be achieved by allowing TI to be used to pay rent, they are missing the ball big time.

Let?s say that, after the first round of negotiations, the tenant has an $18 rate with $40 in TI. But then the broker/tenant asks to use excess TI to pay down rent. Let me tell you what I hear: ?I know I told you that I was going to need every penny of the $40 per square foot and then some, but, I was actually gilding the lily. I really need less than that but was setting you up.? The tenant/broker has now not only acknowledged their deceit?they want to further prosper from it. This is the equivalent of adding fuel to an already hot flame.

he broker/tenant will then go on to explain to the landlord how they are really just trying to help you out. ?Since the deal penciled out for you, why do you care how it is spent. It is the same for you, the landlord. Furthermore, I?m just trying to help you keep your rates high while helping the tenant pay less.?

Let?s break down this falsehood in steps.

First of all, it is not the same to me. I fully expect that the TI will go into my building giving me more value in finishes, which in turn means I have to spend less down the road. If a tenant spends the TI on wood and granite finishes for example, when it comes time to re-lease the space, it should still be attractive and just in need of paint and carpet. Makes sense right? Therefore, the TI that gets spent on rent is of $0 residual value to me, the landlord, and makes a real difference to my bottom line.

The second problem with this proposal is that it makes the negotiation far more contentious. As I previously stated, I fully expect gamesmanship in negotiating. What I don?t expect is to be deceived and then asked for more. I don?t know anyone who would not react poorly to such a tactic. After all, this style of negotiating is so infamous it has its own descriptive phrase: ?bait and switch?.

The third and perhaps most galling failure of this ?incentive? is that it helps neither tenant or landlord. By keeping the rates where they are and allowing for the tenant to use excess TI dollars for rent abatement, the broker receives a disproportionately large commission and the government gets more tax dollars. The rate is actually less than it appears, but the landlord pays commissions on the effective rate not the actual lower rate achieved. This means that the landlord pays more for less, and the tenant receives less than an honest negotiation would have provided (presumably, the tenant would have had a lower rate had they negotiated a lower TI).

Furthermore, the landlord then has to pay taxes on the TI used as income.? That tax, therefore gets passed on to the tenant, raising its operating expenses, and the landlord has to also pay taxes on the bottom line, which has now registered a gain as opposed to the pass it gets on free rent. \

In other words, both tenant and landlord lose, while the government and the broker gain.

One thing I want to be clear about is: I don?t think most brokers are purposely deceiving anyone. I know many brokers of various skill, and most are good, honest folk. Some have even acknowledged this ?incentive.?

At a cursory glance, I can see why they think it is fair. It has been successfully negotiated with desperate landlords who know no better, and it is not the broker?s job to understand the tax ramifications of their actions.

However, now that I have spelled it out for y?all, I don?t expect to see this incentive anymore because one thing is for sure: I NEVER HAVE AND NEVER WILL NEGOTIATE AN INCENTIVE THAT HARMS BOTH MY PROSPECTIVE/CURRENT TENANT AND ME TO THE BENEFIT OF OTHERS!

Clearly, this is an issue I feel strongly about. I played with the wording for days. In the end, I let three tenant rep brokers read this. One felt it was a bit harshly worded, two thought it was right on, but all three agreed to the facts as I?ve laid them out.

India Sets Up Industrial Council to Stimulate R&D & Investments in Solar Energy Sector

The Indian government has announced the formation of the Solar Energy Industry Advisory Council (SEIAC) to help stimulate research and development and investment in the solar energy sector. The council will deliberate and offer advise to the government on matters of technology, manufacturing, and regulatory issues. The council includes some of the leading industrialists as its members.

Anand Mahindra, of Mahindra & Mahindra, has been chosen as the chairman of the council. Mahindra & Mahindra is one of the fast-emerging players in the solar power generation and EPC services sector. In addition to its own power projects, the company has set up a joint venture with Kiran Energy Limited to expand into the solar energy market in India.

The council has been tasked with the responsibility of reviewing the progress being made to achieve the targets set by the Jawaharlal Nehru National Solar Mission. The national solar mission aims to install 22,000 MW of solar power generation capacity by 2022. The mission has outlined intermediate milestones.

One of the main issues the council will have to consider is how to stimulate domestic manufacturing of solar modules. A large number of projects in India are importing solar modules, which has been very encouraging for domestic module manufacturers that have realised significant losses.

The council will also have to address the issue of levying duty on imported modules. The domestic manufacturers have appealed to the government to levy import duties on the large number of equipment being imported to the US, China, Taiwan, and other countries. The domestic players want anti-dumping duties levied on these imports, as they are significantly cheaper than the equipment being manufactured in India.

The formation of the council is a welcome step from the Indian government, as it would help in internal course-correction in its?endeavors to become a global solar energy leader over the next decade. As the country is still a nascent solar energy market, input from all the stakeholders would help it to become one of the leading and most attractive solar energy markets in the world.

Northeast Florida candidates push different proposals for educational choice

Education policy has been one of Florida?s highest-profile issues in recent years.

Now three Republican candidates for Northeast Florida?s state Senate District 4 ? Wyman Duggan, Aaron Bean and Mike Weinstein ? propose injecting additional choice into the system.

But there are caveats.

?The biggest thing is I would give more parental choice in schools,? Bean said. ?I think the best thing we can do is get parents more involved.?

He said that he backs many of the choice-centered reforms offered by former Gov. Jeb Bush, one of Florida?s most prominent education reformers.

?I have talked to him and met with him, and talked about reform issues with his policy director, Pat Lavesque,? he said. ?I?m very supportive.?

Bush, who has endorsed Bean, advocated for a proposal dubbed the ?parent trigger? bill in the last session. It would have allowed parents of students attending a poorly performing public school to vote to convert it to a charter school. The bill drew heated opposition from teachers? unions.

?I voted against it because I thought it would potentially put neighbors versus neighbors,? Weinstein said.

Weinstein was one of just two House Republicans to oppose the bill. It died in the Senate on a heated 20-20 vote.

Duggan, a lawyer, says keeping all options on the table ? including a ?parent trigger? bill ? is the best way to spur needed innovation in education.

?It puts the parents in charge,? he said. ?I see nothing wrong with that.?

He says that a look at even the most basic aspects of the education system could provide needed changes.

?The system continues to be based on a model and on assumptions that essentially have their basis in 19th-century agrarian America,? he said.

Duggan would like a greater focus on the skilled trades.

?The idea that everyone has to go to college or they have failed educationally, or that you don?t have a bright career prospect, is wrong and harmful,? he said.

Weinstein?s biggest education-related pushes in recent years have been to pass legislation requiring the state to determine the minimum it costs to fund public schools.

?The voucher system and charter school systems are something I support, but I?m trying to make sure we have an analysis of what is left behind in traditional public schools,? he said. ?A majority of our children are still going to be in public schools.?

He has unsuccessfully sponsored the bill twice, and ?will file the exact same bill? if he gets a spot in the Senate.

Bean, a former member of the Florida House, says he does not want to abandon public schools but increased choice is the best way to improve all schools.

?If you have a restaurant and another restaurant moves in next door, it?s going to elevate your game,? he said.

Bean also had harsh words for Florida?s teachers? unions.

?We just have to know the unions are out for getting the most they can for their union members,? Bean said. ?My goal will be to make sure that kids are the priority.?

Duggan said he thinks teachers unions deserve a spot at the table but said they are too rigid.

?It seems they feel that any deviation that could spur flexibility or innovation is per se bad,? he said.

Weinstein says every effort should be made to involve unions.

?We need to try to make the dramatic improvements we need with the union?s involvement,? he said. ?If they won?t participate in implementing improvements, we will have to do it without them.?
